Traffic cop killed after being hit by speeding car; Two arrested

Ghaziabad, Uttar Pradesh, INDIA: A traffic police constable on duty was killed in a horrific hit-and-run incident on the Delhi-Meerut Expressway in Ghaziabad after being struck by a speeding car on Friday August 22 evening. The deceased, identified as Vipin Kumar Singh (34), a resident of Khurja in Bulandshahr district, succumbed to his injuries after battling for his life in hospital for nearly 36 hours.


The incident took place around 6:15 pm on August 23 near the IPEM College exit under the Vijay Nagar police station limits. Constable Vipin, who had joined the UP Police in 2016 and was posted in Ghaziabad, was managing traffic during peak congestion and VIP movement on the busy expressway.


The Fatal Crash


CCTV footage of the accident shows a white Maruti Ertiga suddenly swerving from the right-most lane across the expressway and ramming directly into the constable. The impact was so severe that Vipin was flung nearly 10 feet into the air before landing almost 100 metres away. He sustained multiple fractures, severe head injuries, and both legs were crushed.


Vipin was immediately rushed to Manipal Hospital, Ghaziabad, where doctors performed multiple surgeries and administered 32 stitches. He remained in the Intensive Care Unit for a day and a half before succumbing to his injuries late Saturday August 23 night.


Accused Arrested


The accused driver, Vineet Kumar (30), a resident of Sadarpur village in Ghaziabad, was arrested along with his cousin Sumit Kumar (27), who was in the passenger seat at the time of the incident. The car, registered under Sumit’s name just days earlier on August 13, was seized.


Police officials confirmed that Vineet has a criminal history, with at least three cases against him, including charges of rioting and attempt to murder, pending trial at Madhuban Bapudham police station.


Deliberate or Accident?


While police initially booked the case under Section 109 (attempt to murder) of the Bharatiya Nyaya Sanhita (BNS) based on the complaint of the constable’s brother Akshay Kumar Singh, who is also a traffic police constable in Ghaziabad, the section was later converted to Section 103 (murder) following Vipin’s death.


Akshay alleged that the incident was not an accident but a deliberate attack, citing CCTV footage that shows the vehicle changing lanes sharply before striking his brother. “The accused has a criminal background. I am sure something happened between my brother and them. This was a planned act,” he said.


During interrogation, the two accused admitted they had been drinking and were returning to Ghaziabad from Haryana. Police sources revealed that the duo had an altercation with policemen in Delhi earlier in the evening, and fearing further action from traffic personnel on the expressway, they chose not to stop and instead ran over the constable.


Police Action and Investigation


Additional Commissioner of Police (Traffic) Alok Priyadarshi said, “Initially, an FIR was registered under the section for attempt to murder. After the death of the constable, the charges were changed to murder. The investigation is ongoing, and strictest action will be taken against the accused.”


Senior police officials also confirmed that the Ertiga was travelling at a speed of 120–130 kmph when it hit the constable. The CCTV footage of the crash has gone viral on social media, sparking outrage and highlighting growing concerns over reckless and drunk driving on expressways.


Constable’s Family and Service


Vipin Kumar is survived by his wife and three children — 10-year-old son and 8-year-old twin daughters. He had been serving with the traffic police in Ghaziabad since 2016 and was considered a dedicated officer.


His colleagues and family have demanded stringent punishment for the accused, calling the incident a “cold-blooded murder of a policeman on duty.”
